Registries in Chile: Deficit and Reform Strategies

Chile's registries have notable deficiencies and are less effective than other institutions in the country. This report (in Spanish) diagnoses the causes of this registry deficit and proposes a reform to overcome it. On the one hand, Chilean registries record mere deeds and not property rights, which is why they provide little security to acquirers. On the other hand, they suffer from a notable technological backwardness. Finally, the quality of their services varies excessively. This scarce and variable registration security forces contractual parties to acquire numerous complementary services. To remedy the situation, the report proposes creating a new independent regulatory body that must define registry services, establish their standards, regulate the ways in which services are provided and control their provision.
