State Universities and Accountability

This work analyzes the evolution of Spanish universities to examine the content of the reform proposed by the reform in the 2022 Bill on the University System.

It concludes is that the situation of state universities is deficient, and it is urgent to modify its governance, its incentives and its internal allocation of resources. However, the bill, far from correcting their course, it would aggravate their defects.
